The City Assessor’s Office exists by city ordinance and is governed by the City Conference Board. The Conference Board has three voting units and the Mayor is the chairperson.
The Assessor is appointed to their position by the Conference Board and is required to pass a state examination. Assessors are appointed for six-year terms and must complete a continuing education program consisting of 150 hours of formal classroom instruction (with 90 of those hours being tested courses and a passing grade of 70% or higher) to be eligible for re-appointment.
The Assessor may appoint one or more deputy assessors as deemed appropriate by the Conference Board. Deputy Assessors must also pass a state examination and must complete a continuing education program consisting of 90 hours of formal classroom instruction (with 60 hours being tested courses) in order to be eligible for re-appointment.
The main responsibility of the Assessor is to list and value all real property within their jurisdiction. This includes residential, multi-residential, commercial, industrial, and agricultural classes of property. Real property is revalued every two years, and the effective date of the assessment is January 1st of the current year.
